This building overlooking the Houston Ship Channel housed the offices of Customs Service appraisers who evaluated and classified imports for duties and taxes. Greatly expanded port operations and increased imports arriving by air eventually made this central inspection location impractical. The federal government sold the property in the late 1990s.
